В то же самое время менее развитые страны находятся на той стадии развития, на которой прогресс почти не ощущается. Их граждане по-прежнему собирают хворост, размышляют о том, где добыть пищу, и беспокоятся о том, смогут ли они получить хотя бы элементарную медицинскую помощь. У этих двух миров нет почти ничего общего, и потому им не объединить усилия для коллективного ответа на вызовы истории, будь те гуманитарными, природными или геополитическими. По мере утверждения цифровой эры расстояние между передовыми и отстающими странами будет только увеличиваться.
Стремление развивающихся стран догнать страны передовые – последний источник потенциальной турбулентности. Государства, мчащиеся к цифровой эре, рискуют «проскочить» через важные стадии развития, вероятно, заплатив за это высокую цену. К примеру, Россия желает интегрироваться в мировые рынки. Однако отсутствие крепкого среднего класса может оставить ее без политического балласта, необходимого для нейтрализации колебаний международной экономики. В 1990-х годах страны Юго-Восточной Азии процветали благодаря сильной вовлеченности в глобальный финансовый рынок. Однако стоило им перевести экономику в цифровую эру, выяснилось, что их традиционные политические и социальные институты невосприимчивы к новым условиям; именно это обстоятельство и стало одной из причин финансового кризиса в регионе. Сотовые телефоны проникли в Македонию наравне со многими другими развивающимися странами. Но в отсутствие профессиональной и независимой прессы способность мобильной связи распространять слухи и разжигать политические страсти привела к этническому насилию 2001 года. Да, государства, проскакивающие ряд исторических этапов в своем развитии, платят за это сполна.
Таков непредвзятый портрет будущего. Во всяком случае, эти прогнозы доказывают, что история не намерена заканчиваться. Возвращение многополярного мира и наступление цифровой эры неизбежны, поскольку оба этих явления суть результат исторической эволюции и ее циклов. Америка утратит лидерство, а Европа и следом Азия поднимутся на пьедестал мирового доминирования. Цифровая эра будет преподносить нам все новые технические достижения. Человеческий выбор, безусловно, имеет значение, однако история обладает и собственной движущей силой.
Простор для выбора остается у человека применительно к вызовам, которые будут сопровождать победный марш истории. Первый шаг – подготовка к геополитическим переменам и смене эпох; необходимо признать, что таковые имеют место, очертить их причины и возможные последствия. Именно в этом и состоит цель данной книги. А тем, кого убедили предостережения, предстоит трудная, но крайне важная задача – подготовка к закату американского величия.
